Android download manager constantly downloading

 · Hello there, I own a Samsung galaxy S4 GT Android I updated Google "text to speech",as prompted by play store, and checked all the settings and must have accidentally touched the icon to download a voice database. What happened is the download manager shows in the drop down notification area as downloading voice data but it downloads nothing. Open settings, go to apps, running apps, if you dont see download manager then scroll down untill you see it, click on it.. and click on force stop.. it will stops the app and closes current downloading task.  · copy the file to C:\Program Files\Android\android-sdk\temp folder start sdk manager and re-select galaxy tab api and select install, it won't try to download and start immediately unpacking the file. In this case, the Play Store shows a download progress bar that is "waving", but never really starts. Sometimes it will start downloading the next day, sometimes after a reboot. If reboots don't work, you: force quit Play Store, clear its cache. if that doesn't work, you do the same with the Download Manager system app and the Downloads app. AlarmClock; BlockedNumberContract; bltadwin.rudNumbers; Browser; CalendarContract; bltadwin.ruees; bltadwin.ruarAlerts.

I'm constantly harassed by these " Download unsuccessful." notifications. After taking the above screenshot, I cleared the entire notifications list. Within the next three minutes (usually even less), the list was already overflowing again. Menu Settings Applications Manage applications Menu Filter All Download Manager Clear Data.
